This annual report highlights a year of significant achievements for CIS, all centered around our vision of helping Oregon's cities and counties be safer, stronger, and healthier. We've focused on managing costs while diligently mitigating risks, ensuring our members have the resources and support they need to thrive.
A landmark achievement was the U.S. Supreme Court's ruling in Johnson v. Grants Pass. CIS played a crucial role in this victory, partnering with top legal firms to defend Grants Pass and ultimately overturn the restrictive Ninth Circuit decision. This pivotal ruling empowers local governments to address homelessness with tailored solutions and reaffirms the principle that local issues are best addressed locally. This success underscores CIS' dedication to advocating for our members and navigating complex legal challenges.
Beyond this legal victory, we've made significant strides in other key areas. We broke ground on our new Collaboration Center in Wilsonville, a vital investment in our future that will foster collaboration, streamline operations, and enhance member training opportunities. Our newly unveiled 2025-29 Strategic Plan outlines our roadmap for the next five years, focusing on risk mitigation, cost management, communication, workforce development, and technology enhancement. This plan reflects our commitment to proactive planning and continuous improvement, ensuring we remain a valuable resource for our members.
Financially, CIS remains strong, with a healthy net position that allows us to stabilize rates, provide cost relief, and act as a buffer against unforeseen challenges. We've continued to enhance our services, from risk management training and grants to employee benefits programs and legal advocacy. This report details these accomplishments, demonstrating our unwavering commitment to helping our members manage costs, mitigate risks, and build a stronger future for their communities.
