Improving Member Experience
For the past few years, many CIS Benefits members faced challenges during the annual open enrollment period. It was headache-inducing — for both members and CIS Benefits staff — because the previous systems had so many issues that the software vendors just could not fix.
In 2019 and early 2020, the CIS Benefits team worked with select members and developed a more user-friendly enrollment system for members called CIS-Connect.
Members liked the new features such as user-friendly screens that allowed employers to process employment and billing transactions quickly and accurately. They also appreciated that the enrollment process was easier for their employees. These new features made the fall 2020 enrollment an improved experience.

Yamhill Communications Agency’s Executive Director Patti Sauers said “Open enrollment is going splendidly… I've received several positive comments on the instructions and ease of use. The City of Sister’s Finance Director Joseph O’Neill said “I hope that things are going well with open enrollment! We had a good reception from our staff in terms of ease of use and functionality, so nice job!” The City of Sweet Home’s Finance Director & City Treasurer Brandon Neish said “Congrats on the open enrollment! We liked the new system this year and it seemed pretty straightforward. A huge thank you to each of you and the work you put into making this new system happen!”
Making a Difference with Members
“A big reason that the system was so well received was because we worked directly with members on what was important to them,” said CIS Benefits Director Carolyn Van Dyke. “It was a good process and I’m glad that members have an enrollment system that works for them.”
An all-time record number of member employees completed open enrollment.
“The new system is a success — and is the best open enrollment process in years,” Carolyn added.
