Staying True to Our Mission
Armed with a comprehensive strategic plan developed in 2019, we entered 2020 with a 20/20 vision, and our foresight and insight were keenly focused.
The year challenged those plans with cascading crises — a global pandemic, devastating wildfires, civil unrest, and economic uncertainty.
Despite it all, we stayed true to our mission of providing property, casualty and employee benefit solutions tailored to the needs of Oregon’s cities and counties.
We adapted to COVID restrictions by offering more tools virtually. Our Learning Center expanded its online offerings and usage skyrocketed. We also added virtual trainings such as our interactive workshop on understanding and respecting diversity in our workplaces and communities.
We coordinated and stayed on top of quickly changing circumstances to better serve our members.
We organized coronavirus and wildfire response resources on dedicated web pages that continue to be updated with the most current information.

We wasted no time responding to a ruling in the class action case, Blake, et.al. v. City of Grants Pass. We quickly provided legal analysis as the intricacies of addressing issues of homelessness in our members' communities changed. In addition to a useful publication, individual consultations were offered to help members evaluate their ordinances and enforcement practices.
We listened to members and developed our new employee benefits enrollment system with your needs in mind. CIS-Connect launched this year, and members appreciated the new features. As a result, a record number of member employees completed open enrollment in 2020.
Our members’ risk management efforts reduced claims even as the world became a riskier place. Remote work, workplace safety and wellness programs kept COVID-19 claims at bay. Public safety efforts minimized claims from protests. Also, read about how one city’s public works team saved a building and their vehicles from the threat of wildfires.
Together, we helped Oregon’s cities and counties to be safer, stronger, and healthier. We stood shoulder to shoulder because that’s what families do.
