Closely watches medical trends. CIS Benefits rates are consistently lower than Regence’s standard trend. Since August 2010, when Regence medical plan was self-insured, the average annual rate change for medical has been 4.78% for cities and 5.73% for counties, well below the statewide trend, without reducing benefits.
